A senior competitiveness, economic development, and international trade expert with a Master’s degree in business studies from the London Business School and 42 years of professional experience. For the last ten years, has served as Senior Tourism Specialist at the Trade, Tourism and Investment Commission of Peru (PROMPERÚ), today based in Houston. From October 2009 to September 2013, served as Deputy Chief of Party of USAID New Private Sector Competitiveness and Poverty Reduction and Alleviation Activity, a highly regarded development project. Since 1994, has pioneered work on design and implementation of competitiveness policies and programs in Peru and has been actively involved in the debate and dissemination of competitiveness ideas and issues in the region. From 2002 to 2006, managed the Competitiveness Support Program at CAF (Development Bank of Latin America) extending the scope of action to the Andean nations: Bolivia, Colombia, Ecuador, Peru, and Venezuela.
Luis served as Senior Advisor to the Executive Director of Peru’s National Competitiveness Council, an organization concerned with production expansion and business development as a means to overcome poverty. Served on the board of several organizations in Peru, including the Export Promotion Commission and the Securities and Exchange Commission. As Secretary General of the Ministry of Industry, Tourism,Integration and International Trade Negotiations, served as Peru’s representative at the Asia Pacific Economic Cooperation (APEC) Working Group on Trade Promotion and the Pacific Economic Cooperation Council (PECC) TradePolicy Forum. Co-authored the first poverty map of Peru while at the Central Reserve Bank.
